Howard was born in Burbank, California in 1965. He received his Bachelor of Science degree from the University of California , Los Angeles in 1988, and his Juris Doctorate degree from the University of West Los Angeles School of Law in 1995.
Howard has been a member of the State Bar of California since 1996. He is also a member of CAAOC. Prior to becoming an attorney, Howard was employed as a claims adjuster for a major insurance carrier and as a settlement negotiator for a prominent plaintiff’s firm. Prior to joining the R. Rex Parris Law Firm, he has represented both plaintiffs and defendants in personal injury matters. He has had bench and jury trial experience and has handled numerous arbitrations and mediations in the areas of premises liability and motor vehicle negligence. Howard has also acted as a CRASH Settlement Officer.
